The Samsung Ombudsman Committee has proposed to Samsung to disclose chemical information on its semiconductor and liquid crystal display (LCD) plant on the premise that experts will participate. However, the conclusion of the conclusions on whether the toxic substances are related to cancer, such as cancer, has been shelved and it has been revealed that long-term follow-up studies are necessary.

The Samsung Ombudsman Committee held a comprehensive diagnosis report meeting at the convention hall of Seoul National University Hall of Shinnlim-dong, Seoul on April 25, and announced the results of the comprehensive diagnosis of Samsung`s internal disaster management system and the improvement plan.

Lee Chol-kee, the chairman of the Ombudsman, said, "The judgment that the trade secret is based on the requirements of the business operators is strong because they do not want to disclose chemical information."

As for the disclosure method, it was proposed to establish a committee with the nature of computer business, in which the experts participated actively, and to decide whether or not to release information on chemical substances. It is argued that Samsung Electronics respects workers` right to know and understand their rights, thereby expanding the scope and level of information disclosure.

The Ombudsman, however, has not proved the relevance of harmful substance leakage and occupational diseases to Samsung Electronics` Giheung, Hwaseong, Onyang and Asan sites. First, the Ombudsman analyzed the results of the work environment measurement report for three years from 2014 to 2016 provided by Samsung Electronics. As a result, there were no cases where harmful substances exceeded the legal exposure limit, and there were no cases where Giheung, Onyang, The factory has been surveyed directly as a sample, but it has not detected any chemicals, radioactivity or electromagnetic waves that exceed the legal threshold.

The Ombudsman said that he did not draw any conclusions on the relevance of the worker`s exposure to the worker`s environment and the incidence of illnesses such as cancer. Instead, it proposed to establish a cohort (study on specific groups of 5-year or 10-year units), including retirees and rewards, as well as Samsung Electronics semiconductor and liquid crystal display (LCD) business executives.

In conjunction with the secondary data, such as the National Health Insurance Corporation data, the committee advised to trace the long term relationship between exposure to harmful factors in the working environment, the occurrence of specific diseases and the risk of death.

The commission admitted the limits of research. The committee explained that the difficulties in grasping retiree information according to the Personal Information Protection Law and the lack of physical time and data made it difficult for the experiment. "Experiments are as they are, but there may be some controversy about the methodology," he said. "The researchers met experts and discussed the optimal methodology, and the results are now."
