The `2018 inter-Korean summit` is expected to be a summit meeting, a draft of a joint agreement, and a `three-way summit` without preliminary talks.

President Moon Jae-in and North Korean leader Kim Jong-il on April 27, which is the day of the talks, are likely to have a "one shot" approach to a comprehensive agreement on denuclearization.

¡Þ Hotline calls & No additional high-level talks and No extra-high-level talks, and special visits to Moon, expected by the agenda-setting channel before the summit, are unlikely.

A key representative of the presidential office said on December 24, "I think it will be necessary to call the hotline before the summit or later." The hotline calls were agreed at the inter-Korean high-level talks. At that time, however, it was not defined as a "normal call".

Meanwhile, it is also unclear whether high-level talks will be held. The high-level talks have not been held once since the date of the inter-Korean summit on March 29. Normally, during the first meeting, the agenda is coordinated through a number of meetings between senior officials. This step is omitted. President of National Security Agency for Justice • Seo Hoon, NIS director, is expected to visit North Korea but it is highly unlikely to happen. Cheong Wa Dae explained that it was a "last option" in case the agenda, protocol, security, and reporting were not easy.

It is interpreted that the specificity of North Korea had an effect. In the North, there is a strong perception that the agenda-setting and consensus cannot be achieved in the absence of the "highest dignity". In addition, there is an analysis that the consensus has already been formed between the two Koreas, with the exception of the road map for denuclearization, to draw up a declarative, symbolic and comprehensive agreement with a relatively low water level.

¡Þ On the day of the meeting, which will be held on the same day as the summit meeting without a preliminary meeting, the official welcome ceremony, the summit, and the dinner should be done in one day. In 2000, President Kim Dae-jung and North Korean leader Kim Jong-il held a preliminary meeting at 3 pm and a joint statement after the meeting. The talks are expected to take about two to three hours to be discussed at the summit, with the agenda omitted. However, there is a possibility that the summit will meet one more time to confirm the final agreement before and after the dinner.

¡Þ The agreement is made on the same day. = In case of the joint agreement of the normal summit, the draft is drafted by the high-level inter-ministerial coordination before the summit meeting. The summit is a "rite of passage" in which the contents of the draft are confirmed and finally signed. However, it is said that the summit is preparing the drafts of the two Koreas themselves. President Jung-seok Jang, the chairman of the summit preparatory committee, said on April 23, "It is difficult to draft a summit meeting before the talks due to the nature of the North Korean people." He said, "During the first and second summit talks, The contents of the discussion were contained in the agreement. " Cheong Wa Dae reportedly is planning a meeting strategy based on this schedule. This time, it can be a `one-point` meeting for the principle of denuclearization. If the schedule is normal, it is highly likely that a joint declaration or agreement will be made before the welcome dinner.
