The Cable TV Broadcasting Association has expressed interest in the 4th telecom service as it announced its commitment to advance into the 4th mobile telecom business as a new growth engine of cable TV industry last week. The government is in a position to lower the barriers to entry and to be cautious.
According to the industry on April 17, the Cable TV Broadcasting Association will focus on expanding its `mobile` business to recover its market share and growth of cable TV pay-TV market. To this end, it officially declared the advancement of the fourth mobile telecom. Although the specific operators and capital size of the 4th Consortium have yet to be determined, cable TV operators and other telecom operators have opened a joint venture.
Regional SOs are also showing their commitment to participate in the 4th E-Tong business in addition to large-scale cable broadcasting operators (MSOs). One cable industry representative said, "Cable was a strong candidate for entering into the 4th cipher in terms of effectiveness, necessity and urgency." If cable TV broadcasters enter the 4th cipher in the form of a consortium, "He said.
Besides, the government and the National Assembly are preparing to deregulate the entry of the telecom industry, suggesting that the launch of the 4th Lee is likely to be more resilient. The Ministry of Science and Technology, Ministry of Information and Communication, is in the process of revising the law to convert the license system of new telecommunication carriers into registration by June this year. First of all, the common subject changed the existing authorization system to registration system. If the existing license system is relaxed to the registration system, the barriers to entry into the telecom marketplace by the 4th EITC will be reduced accordingly. The Ministry of Information and Communication said it plans to submit a bill to the National Assembly by June of this year, following a debate on the amendment bill of the Radio-communication Law last July.
Expectations for the 4th mobile telecom are rising, but the government is cautious. The Ministry of Information and Communication shall examine the financial capability, technical ability, appropriateness of the user protection plan, and other necessary capabilities for stable provision of telecommunication services when granting permission under Paragraph 1. However, it has gone seven times since 2010 to select the fourth mobile operator, but it has all been lost.
The biggest problem is financial ability. In a meeting with CEOs of Cable TV on April 12, Minister Yu Young-min said, "Theoretically, it is agreed that the 4th and 5th services should be introduced, but the 4th new service will be the infrastructure for existing 4G and the investment capacity "We should be equipped with skills," he stated.
