Domestic semiconductor experts say that even if they only know the chemical information in the semiconductor production process, they can catch up with the advanced semiconductor manufacturing know-how held by Samsung Electronics.

According to the Ministry of Industry and Samsung Electronics on April 9, Samsung Electronics received an application to the Ministry of Industry and Trade on March 26 to judge whether the contents of the `Work Environment Measurement Report` of the Ministry of Employment and Labor include national core technologies and the committee appointment day is decided.

A representative from the Ministry of Industry said, "The date of the committee will be decided during this week, and we will draw up expert opinions as soon as possible," he said. "We need to prepare as much as necessary for the technical examination."

As a result, the Ministry of Industry will open a committee from early next week to deliberate and announce future results to Samsung Electronics. Samsung Electronics plans to submit the results to the court as a reference from the Ministry of Industry. If the Ministry of Industry confirms it as a core technology, it is highly likely that the Ministry of Labor will be banned from disclosing workplace information related to industrial accidents to third parties.

Samsung Electronics filed a lawsuit against the Central Administration Advisory Committee and filed an administrative appeal with the victims of industrial disasters filing an information disclosure request against the employment department. Samsung Electronics claims that it can include advanced technology information such as detailed process information of production facilities and kinds of used chemical products, so that advanced semiconductor technology information can be leaked overseas.

The industry does not have a legal basis to directly intervene in the disclosure of information by the Ministry of Industry, but it is expected to affect court judgment.

However, the Ministry of Employment and Labor said that there is no information on the business secrets in the report, and even if it is a trade secret, the information that needs to be disclosed to protect the public health should be disclosed. In response, the Daejeon High Court ruled in February that the disclosure of the results of the Samsung Electronics Asan Campus (Onyang Plant) report on the work environment in 2007-2014 was not "confidential".

Samsung Electronics` Onyang factories are mainly semiconductor simple packaging process, so there is no national core technology information. However, SEC`s advanced semiconductor facilities such as Pyeongtaek and Hwaseong are producing 30nm sub-DRAM and 64nm NAND flash, which are core technologies of the country.

However, the Ministry of Industry said that the Ministry of Industry has no authority to engage in the disclosure of the report, as the Ministry of Employment decides in accordance with relevant laws and regulations. The Industrial Technology Protection Act is based on the fact that there is no clear definition of information disclosure of national core technology.

Meanwhile, the industry insists that it is important to determine whether a worker is injured in an industrial accident, but he should not neglect the leakage of semiconductor core technology. Samsung Electronics acquired Korea Semiconductor in 1974 and started to develop the world`s third 64K DRAM in 1983, and now it is the top in the global semiconductor market.

An industry expert who asked for anonymity said, "It is impossible to understand that the Ministry of Industry does not have the authority to handle the construction of overseas factories for companies because of concerns about technology leakage.¡±
