Especially, auto parts are down for the first year. This is due to the growth of China`s domestic industry and the expansion of protection trade in the US, but it is also due to the falling competitiveness of parts related to autonomous vehicles.

The competitiveness of Korea`s main export items, such as mobile phones, displays, and home appliances, which have been traditionally strong, is already being pushed back to China. China`s BOE recorded a 21.7% market share (based on shipment) of 9-inch and larger display panels (LCD, OLED, etc.) for the first time in three quarters, Since the start of full-scale mass production, the sense of crisis is on the rise.

Meanwhile, the world market is already moving around the fourth industrial revolution. According to a report by the National Assembly Legislative Investigation Department, the world sales volume of autonomous driving car is expected to increase by 18% per year from 1.20 million in 2035 to 230,000 in 2025. In the report, Google (Wei Mo), GM and others are expanding their trial operations with the goal of commercialization of a fully autonomous drive vehicle in 2020. However, the target date for the commercialization of a completely autonomous drive vehicle by domestic companies such as Hyundai Motor is about 10 years.

According to the Korea International Trade Association, Korea ranked fourth in industrial competitiveness ranking 19th behind Taiwan (14th) and Japan (15th). Nevertheless, exports of Korea`s eight major new industries such as electric cars are growing at an average annual rate of 15.5% from USD 47.8 billion in 2014 to USD 73.6 billion in 2017. If government policy support and corporate aggressive investment are made, it will be enough to secure sufficient growth engine.

Experts point out that the Korean government and companies know the necessity of nurturing new industries but they are passive in changing the constitution from the root industry. In fact, major corporations are attracted to the need to find businesses related to the 4th industrial revolution, but the only example of aggressive investment is that Samsung Electronics has invested KRW 10 trillion to acquire Harman, an automotive electronics company.

It is pointed out that the warning signal has fallen because the roots of the small and medium-sized enterprises, that is, the national industry, supporting the large corporations are weakening. Last year, the Hyundai Research Institute surveyed 400 companies, including listed companies and SMEs, with 70 percent of respondents not responding to the fourth industrial revolution.

Meanwhile, the government was late, but early this year, it announced that it will start full-scale policy support to nurture industries related to the fourth industrial revolution. The company plans to focus on investment of KRW 919.4 billion, which is 30% of the budget for research and development (R & D) of the ministry, in the 5 new industries including electricity and autonomous vehicles.

Jang Yoon-jong, a senior research fellow at the Korea Institute for Industrial Economics and Trade, said, "Although the debate about the fourth industrial revolution has been on the brink of last year, the response of companies is not active. The government should act as a catalyst for innovation. "
