`Korean type patent information system` which is made in Korea, was first exported to the Middle East with IT technology, has entered into full operation. It is meaningful that it is the case that the country made the first fruit of actual export which costs the whole system construction cost, not the system export through gratuitous aid. It is expected that the export of Korea `patent IT system` will be resilient to the emerging countries including the Middle East.
The UAE Patent Information System was held in Dubai UAE on February 28, 2010, with UAE Minister of Trade Sung-Yun Kim and UAE Economy Minister Sultan Bin Al-Majsiri attending the opening ceremony.
The patent information system that was opened on this day is Korea Institute of Patent Information (KIPO) under the Korean Intellectual Property Office and domestic company Sirius, which was established over two years from 2016, and the export amount is USD 4.5 million.
Meanwhile, Korea has exported patent administrative information systems to Mongolia (2010), Azerbaijan (2011), and African regional IPR organization (ARIPO 2013). However, exports to these countries have been made through grants through public aid (ODA). The UAE is the first country to adopt the system with direct budget.
Also, the UAE government will be able to process all aspects of patent administration online, including patent and design applications, examination, registration and payment of fees. In particular, it is expected that the patent application environment of companies and individuals will be significantly improved by enabling 24-hour online electronic filing and payment of fees. In fact, the UAE was evaluated as having significantly improved the level of patent administration services, such as 95.6% online filing rate after temporarily opening the system last year.
This system is expected to increase the patent administration efficiency of the UAE. It will be possible to electronically process the examination that was previously done by hand, shortening the examination process period and systematically managing the examination history. In addition, by providing patent information online that is the basis of technology development and industrial development, users can easily access and distribute patent data. It will also help build an ecosystem that utilizes patent information in the UAE.
Especially, online access to patent information is easy, which will shorten the time it takes for domestic companies to acquire patents, and it will make it easier to establish a patent strategy as it can easily search local UAE patent applications.
"We will develop the cooperation between the two countries to match the era of the 4th industrial revolution so that the model of economic growth based on our intellectual property will be realized in the UAE," said Sung Yun-mo, head of the Intellectual Property Office.
Mohamed Ahmed Al Shihi, and the Chief Executive of the UAE discussed the UAE patent administration independence and the cooperation between the two countries to operate and maintain the system prior to the opening ceremony, the UAE Deputy Minister of Economy. Currently, a patent examiner is dispatched to the UAE.
