`Smart City` to be established in Sejong & Busan

Although the government has set out to create a world-class smart city within the next five years, it is pointed out that there is a lot of work to be done before the implementation of this vision.

According to the Smart City promotion strategy agenda held on January 29, Presidential Committee on Industrial Revolution, 4 cities have been selected as the smart city demonstration city and 5 cities in Sejong and 2 cities in Busan Eco Delta City. The company plans to implement the world`s best smart city within five years by combining advanced technologies such as regulatory sandboxes, bold regulatory reforms and autonomous car. However, there is no standard for what kind of services the private and public sectors will implement, and for specific financial resources and financial burdens. Son Byeong-seok, the first vice minister of the Ministry of Land, Transport and Maritime Affairs, said, "We will set up a basic plan and plan for implementation soon."

In the early 2000s, the industry introduced the concept of ubiquitous city, which is the early form of smart city, but worries that it will repeat the failure that did not see the light properly. Since 2003, Korea has been attracting attention as a leading city of intelligent city system by establishing U-City, a smart city model, and exporting intelligent transportation system to overseas. However, according to the `2017 Smart City Index` announced by the Swedish city consulting firm `EasyPark`, Korea `s u - city did not make much progress and Seoul ranked 21st in the eco - friendly category such as clean energy.

A representative in the construction industry said, "The government should lower the division between related departments to prevent the duplication of investment into the project and to create an environment that enables synergy through inter-ministry collaboration." Another official said, "From this year until 2020, we need to figure out how to utilize the government-funded KRW 2.25 trillion to enter four smart city-type urban renewal projects per year, as well as incentives for private investment."

Most of all, the government did not mention the artificial intelligence, which is the core of smart city, including the 4th Industrial Revolution Chairman of Jang Byeong-gyu. Artificial Intelligence is a unified smart city concept that combines communication, information and internet platforms and sensors to broaden the contact points with users throughout the city, thereby linking city, data and services to one platform.

Traffic experts advised that specific research on optimal smart city solutions should follow.

Kim Tae-hyeong, head of the Smart City Team at the Korea Transport Research Institute, stated, "The government is only presenting a future vision for empowering global trends in the direction of smart city. And we are not ready for specific issues."
