Issue analysis, Trade tsunami based in US¡¦ Pressure to bet stronger

American tsunami has been coming to Korea. Korean government is trying to prevent this, but in short, it is at the level of reading a book. Strong negotiating cards are not reaching out, and it is not enough to persuade US officials to overcome the usual pressure.

The United States has been trying to further strengthen its protectionist tradition with the occasion of the 20th anniversary of the inauguration of President Donald Trump and the 30th anniversary of the government`s announcement. The US government will decide whether to launch safeguard against the Korean photovoltaic cell and the Korean washing machine next month.

Besides, it will decide whether or not to apply Article 232 of Trade Expansion Law on Korean steel during the month.

The US International Trade Commission (ITC) issued a decision on a safeguard measure to protect its solar power company on October 31 (local time) last year.

In the case of photovoltaic cells, the ITC will set tariffs for low-rate tariffs (TRQ) for the next four years (low tariffs only for certain quota quantities and high tariffs for excess tariffs). Besides, a recommendation to impose tariffs of 15 to 35 % for four years on the photovoltaic module is found.

It is recommended to set a tariff of up to 50% for over 1.2 million units, with a quota of 20% for the first year, 18% for the second year in the case of washing machines and a recommendation to impose a 15% tariff on them.

Meanwhile, steel also said that the US should apply Article 232 of the Trade Expansion Act, arguing that Chinese steel exports are being bypassed through Korea, and submitted the results of the Korean steel survey to President Trump recently. Article 232 of the Trade Expansion Act is a provision that allows import goods to interfere with US security by investigating and blocking them.

In the renegotiation of the Korea-US FTA, it is also arguing for the regulation of Korean automobiles and the strengthening of the standards of origin of automobile parts. It is anticipated that Korea will lower its emissions standards for US imported cars and demand that US automobile exports to the US be increased to 50%.

In this regard, the Korean government has met officials from the US government, Congress, and local industry to explain our positions and misconceptions, but its effectiveness is doubtful. Kang Sung-chun, Assistant Secretary of Commerce, Industry and Commerce, who visited the US on September 11, stated, "The proportion of Chinese-made steel products exported to the US is very low at 2.4% in 2016."

"We believe that the sunlight safeguard industry has lost about 80,000 jobs when it comes to solar safety equipment," he said. "We explained to governments, congress and industry officials the adverse effects of Korean import regulations on the United States."

However, experts say it is uncertain how much it will cost the US government to shout its preference. Professor Hee-yoon Sogang graduated from the Graduate School of International Studies stated, "We should deal with the big picture in the strategic aspect and deal with the ordinary problem. He added, "It is not an individual problem that is far from commonplace, but how to deal with the large-scale Korean foreign strategy, and it is necessary to utilize the excellent trade manpower of other ministries along with the industrial ministry."
