There has been a previous request for judgment of the Constitutional Court to determine whether the shutdown system is unconstitutional. In October and November 2011, the Cultural Solidarity Meanwhile, Association and the Game Industry Association respectively requested a judgment on constitutional appeal, saying that the regulation violated the right to pursue happiness, the right to education, and the right to equality. Besides, considering the characteristics of Internet games with high usage rates and high addictiveness among young people, introducing a shutdown system for the healthy growth of adolescents and prevention of Internet game addiction and the freedom of performance.
This time, the Cultural Solidarity is preparing to file an appeal for constitutional amendment focusing on the fact that the right to pursue happiness is seriously infringed by the shutdown system. The right to pursue happiness is a provision of Article 10 of the Constitution that all citizens should have the right to pursue happiness and the state must guarantee it.
"The right of the youth to pursue happiness is being seriously inflicted on the government due to the unilateral game use time limit of the government," he said. "He said.
The industry expects to see a different decision than five years ago if the shutdown related constitutional amendment goes ahead next year. The Ministry of Culture, Sports and Tourism has established a game regulation improvement council, released an analysis report on the effectiveness of shutdown, and initiated a bill to abolish the shutdown of the National Assembly.
