Naver or Kakao, a native Internet service provider, is paying the network fee to the mobile carrier for the network connection fee. Naver stated last month that it was paying KRW 73.4 billion in network fees last year. Meanwhile, overseas operators such as Google and Facebook are using the concept of "interconnection" to pay for the network users and use them for free. As the number of users of Google and Facebook increases, the traffic increases, but the cost is not so high. Also, the taxpayers of foreign companies are called because they do not even pay taxes in Korea.

According to market researcher Nielsen Korea Click, Google`s video platform YouTube took the top place in the video category with 23 million unique users and total usage time of 19.2 billion in November. Compared to Naver TV, which has the highest ranking among domestic operators, the number of net users is 7 times, and the total usage time is more than 48 times.

In the case of one-person broadcasting, foreign operators are also solo. According to DMC Media`s "2017 Viewer Viewing Behavior" report, YouTube ranked the overwhelming leader with 91.4% (duplicate response) as the most popular medium to watch single-person broadcasting. The second place was named on Facebook (41.4%). Facebook has been trying to change its access route to domestic users this year because it does not have to pay for network users.

In terms of domestic operators, there is a gap that cannot be narrowed in terms of securing overseas operators and users. In this situation, it is a complaint of platform industry officials that it is unavoidable that the situation of providing the network to the foreign companies only. In addition, the cost increase will not allow new entrances such as high-definition content or virtual reality (VR) to escalate, and foreign companies will be attracting users by introducing innovative new content.
