Pre-inspection system to be launched from 2019…Public SW order system to be fixed

The Korean government is revamping its rigid public SW ordering system, which has been pointed out as a major cause of declining competitiveness in the domestic software industry. In order to raise the SW industry, which is the core engine that opens the fourth industrial revolution era, it is necessary to solve the chronic problems of the public market.
The Korean government has held a meeting on revising on the 20th state affairs revision at the Seoul government building in the morning of December 14 under the auspices of Prime Minister Lee Nak-yeon, and deliberated and confirmed the `Public SW Business Innovation Plan for Fostering SW Industry`.
Among the challenges that the industry has long demanded, it clarified the requirements of the proposal request, changed the task, paid the right price when it was added, revitalized remote development, promoted the use of SW business products, and prevented private market infringement of the public software business.
The `Preliminary Proposal for Proposal Request` will be introduced in 2019 and the ordering agency will be banned from using the proposal in poor and obscure manner. The government also decided to establish a task review committee to review the scope of work and to approve changes to improve the practices, and to ensure the right to demand review of the worker`s changes. In order to activate the development of the remote SW, the working place should be mutual consultation principle, but if the consultation is not made, the task decision committee decides. It also establishes and supports remote development work support centers for SMEs that have little or no security requirements.
When a public SW business contractor requests the export of SW business products such as design documents and source code for the intellectual property rights exercise, the ordering agency reviewed the security regulations and provided them. In order to solve the problem of damage to the private market due to the free distribution of SW developed by the public SW business, it is obligatory to verify whether the infringement is done in advance. The government decided to raise the maintenance rate from 15% to 20% by 2022 so as to reduce the gap with foreign (22%) in order to pay a fair price for domestic commercial SW.
A government representative stated, "We will drastically revamp unreasonable practices and systems that hinder the development of the SW industry through continuous communication with the SW industry."
Meanwhile, this year`s public SW market is KRW 4 trillion, which is 31.3% of the Korean SW market (KRW 12.8 trillion). However, the RFP requirements of the ordering organization were not clear, and unreasonable practices were rampant, such as frequent task changes and the subsequent payment of additional work. It has been pointed out that the profit of the SW company is reduced and the work environment of the SW developer becomes poor, which hinders the development of the SW industry.
