The final report of the study group will include plans to abolish the "cumulative regulation," which restricted the pay-TV subscribers` share to 33.3%, as planned. The report also included measures to maintain regulation, but it was reported that many opinions were abolished.

According to the paid TV industry and the Ministry of Science, Technology and Information on November 23, the cumulative study group decided to write a report on the condition of the regulation sunset and the conditional regulatory maintenance as the termination of the recent activities.

The study group, consisting of 10 private experts and stakeholders, has finished its last meeting since its first meeting in August and will review the final report on the 5th of next month and submit the results report to the National Assembly. The results of the study group were decided to be completely closed to the public. The government will not announce the results of the study group activities or make additional public hearings.

The results of the study group are expected to include two major directions. First, it should be abolished as scheduled, which is scheduled for June 27 next year. A participant of one study group said, "It was a lot of opinion in fact to let the summation regulation be sung," he said. "It will be a form to specify the conditions to strengthen the obligation of the oligopoly instead of the regulation sunset."

In this case, KT will be given the status of "Market Superior Business" and the control device that will not hinder the fairness of the broadcasting will be provided with the current share of 30.18%.

The dominant operators have a heavier obligation to regulate the right to organize broadcasting channels and to expand KT`s essential facilities to other operators. In fact, the Ministry of Information and Communication said that the regulation on aggregate additionally weighed in the opinion of abolishing the sunset.

Secondly, the opinion that the cumulative regulations should remain unchanged is the opinion that the regulation should be maintained, but the condition of the market share restriction should be alleviated somewhat. For example, the market share of 33.3% is now being increased to 40% or more. The final report also includes this comment.

A related representative of the Ministry of Information and Communication said, "The results of the collective regulation study group are in principle non-disclosure and there is nothing yet to be determined." There was a lot of stakeholder disagreement during the study group meetings, He said, "Currently, we are narrowing our opinions on the issue," he said. "In the final report on December 5, we will not have to present a single solution as an `answer` but a choice."

Even if the final report of the study group is passed to the National Assembly, the conflict is a sign of further spread. Even within the National Assembly, there are considerable discrepancies between regulatory maintenance and abolition of the sunset. In particular, it is predicted that the Democratic Party should maintain regulatory restrictions in addition to the ruling party. A parliament official said, "It will be difficult for the National Assembly to make a conclusion easily because of the local elections next year." The results of the study group are for reference only, but if the law is to be extended without delaying the law, It will be done. "

Meanwhile, the regulations on the combined payment of pay broadcasting are designed to prevent the specific monopolies of broadcasting companies from exceeding 33.3% of the subscriber`s share. As of the first half of this year, KT, which has satellite broadcasting SKYLife and IPTV businesses, is in the `bottom of regulation` with total market share of 30.18%.

If aggregate regulation continues, even if you want to join KT IPTV or satellite broadcasting, you cannot join until the market share falls. KT is looking forward to the abolition of the sunset on June 27, 2018.

Cable TV companies, on the other hand, should keep the sum regulation more for fair competition. A cable TV company official said, "The influence of KT is greater than that of the first time," the market situation is rapidly progressing as an oligopoly. If the regulation is released, KT`s share will surpass 40% and 50% and the situation will come, and the base of small and medium-sized businesses will quickly collapse. "
