One-man broadcasting is operated under self-regulation from 2015. In case of illegal information based on the Act on the Promotion of Information and Communication Network Utilization and Information Protection and the Juvenile Protection Act, the Broadcasting Communication Deliberation Committee may deliberate. However, this illegal information does not include some of the broadcasts or alcoholic beverages due to violence, cruelty, naked exposure, narcotics, etc.

In the case of autonomous regulation, guidelines for strengthening real-time monitoring of domestic operators, strengthening management of one-person broadcasting creators, implementing youth protection measures, and classifying classification were delivered, but it is not easy to catch illegal contents broadcast on a one- It is the position of the guardian.

Accordingly, the Korea Communications Commission submitted an amendment to the Telecommunications Business Law to the government at the end of last year with the aim of strengthening the responsibility and responsibility of platform operators. This means that if a supplementary carrier, such as an Internet broadcasting company, clearly recognizes the fact that obscene information is circulated through the information and communication network that it manages and operates, it shall take necessary measures to prevent distribution such as deleting the information or a fine of KRW 20 million or less.

Separately, the `Clean Internet Broadcasting Council` will be launched next month. It is not just to let it go to the private sector, but it is going to put out a plan to improve one-person broadcast contents that includes the election and the violence by the assembly, the government, the deliberation agency, the group and the business.

However, it is pointed out that such a regulatory move may result in reverse discrimination against native operators. An Internet industry official said, "Although the voices of regulations are strengthened due to the question of selectivity, overseas platform operators who do not have a branch office in Korea are out of discussions." It is argued that overseas operators will operate platforms with their own standards, but eventually they will only weaken platform competitiveness by adopting stricter standards for domestic operators.

"We have to study more, but we cannot regulate it because of reverse discrimination. If it is needed by the government, it can be regulated or relaxed if necessary. I think it is right to do it. "
