Pyeongchang Winter Olympic games to be terrorism free thanks to 3D space information system development

The Korean government is expected to establish an anti-terrorism and countermeasures system which combines the 3D spatial information system against the PyeongChang Winter Olympics, which is about three months ahead. It plans to operate a counterterrorism general situation room to respond in real time while viewing the terrain, building information, airport and subway history of major cities in three dimensions in case of emergency.

According to the Korean government on October 17, the Office of Counterterrorism and Terrorism Center will upgrade the Counter Terrorism General Situation Room system by the end of this year and introduce 3D spatial information. The Office of Counterterrorism at the Office of the State Administration Coordination Center has decided to strengthen the domestic terrorism prevention function with the system construction and establish a comprehensive situation control system in case of emergency. The Counterterrorism Center is the body that oversees the national counter-terrorism activities. In case of an emergency, the National Anti-Terrorism Committee chairperson (Prime Minister) performs the duties.

Earlier, the National Assembly has pointed out that the government`s countermeasures against terrorism are insufficient in advance of the Pyeongchang Olympic Games. Shim Jae-chul, a member of the National Assembly`s Planning and Finance Committee, said that the number of explosive detection dogs among the 32 detection dogs deployed at domestic airports and port customs is only two, citing the Korea Customs Service. Two explosive detection dogs are deployed only at Incheon International Airport, and there is little terrorist response at other airports and ports without explosive detection dogs.

Meanwhile, Baek Jae-hyun (Democratic Party), a member of the National Assembly`s Safety Administration Committee, pointed out, "Even in the Pyeongchang Olympic Games, chemical terrorism materials, explosives, collision drone, and other terrorist and criminal drones can infiltrate any number of them." The Olympic Games are the main target of terrorists as they are focused on the world and are crowded by people from all over the world. Last year, suspected chemical suspects were caught ahead of the Rio de Janeiro Olympic Games in Brazil. The Counter-Terror Center introduces the 3D spatial information system to the information system, and realizes three-dimensional stereoscopic information about the interior space structure of the terrorist facilities such as the terrain of major cities, building information, airport and subway history. It visualizes the scene at the time of the incident and grasps the situation deeply, and improves the efficiency of the countermeasures against terrorism. In addition to displaying the corresponding screen on the LED status sheet in conjunction with the existing system, it also has various animation functions such as weather effects (mist, rain, snow), smoke, fire, explosion and firework effect. It is also planned to be compatible with military and police counterterrorism terrorism information systems.

The officials of the Counter Terrorism Center stated, "Terrorism in Korea is possible at any time by not only international terrorist groups but also by extreme self-made extremists." Especially, we plan to carry out counter-terrorism activities that will be strengthened since January next year, ahead of the Pyeongchang Olympic Games. "We plan to complete the system by this year to cooperate closely with related organizations."

The National Police Agency plans to further enhance the performance of the terrorism information management system. A police representative stated, "We cannot say which part of the security improvement is going on, but it is a separate project from the Pyeongchang Olympics issue and counter-terrorism center."
