Nowadays, the importance of cyber security has increased due to provocations by North Korea, and it is anticipated that the National Police Agency will launch a vaccine construction project with less budget than the Ministry of National Defense. It is a criticism that the National Police Agency and the Ministry of Defense compel the so called "passion pay" against the security industry.

According to the National Public Procurement Service (NPS) on September 14, the National Police Agency is expected to issue an emergency notification of the "Integrated vaccine and security patch software (SW) purchase business" and promote the purchase of a new security vaccine license next year. The budget allocated is KRW 230 million, which is the same as last year. The problem is that business budgets are decreasing year after year. In 2006, the amount of business was about KRW 300 million. However, it decreased to about KRW 250 million from 2008 to 2015, and it decreased further from last year.

This project installs and maintains a vaccine and Windows security patch software (SW) for about 100,000 internal and external network PCs and servers in use by the National Police Agency (main office) and subsidiary agencies (17 local offices and 5 direct offices). Contract period The Cyber Security Control Center of the National Police Agency should also reside in the technical personnel who will handle the trouble. PCs (2 ~ 3 units) to be used by resident personnel and office supplies must be borne by the proposer.

Despite such a large-scale project, it is pointed out that the budget allocation does not match reality. Hauri, who won the contract with the police department last year, is expected to participate in the bid again, and other major vaccine solution companies are reluctant to participate. "If we participate in this project, we will get the evaluation again regardless of the results of last year," Hauri said. A representative said, "Whether or not participation is decided will be decided by the next week."

The Ministry of National Defense received the same criticism as the National Police Agency. Although the budget for the vaccine construction project was greatly increased to KRW 4 billion last year from the KRW 1.7 billion last year due to the hacking of the defense network in September last year. The Ministry of National Defense project is 300,000 units of internal and external network PCs and servers scattered throughout the military. Compared to the Ministry of National Defense, the NPA pointed out that the project amount should be at least KRW 1.3 billion. In the security industry, the Ministry of National Defense and the National Police Agency say that the projects should be worth KRW 15 billion and KRW 5 billion, respectively.

An expert from the security industry said, "The Ministry of National Defense is a man rather than a police officer. The police department says the business is 100,000 units, but the actual quantity is 1.5 times. It seems that the police have been engaged in projects such as `Chicken ribs` because the vaccine companies have benefited from the efforts of other public agencies to obtain references from the police. Since the level of vaccine products has been upgraded so that the technology score is not much different, companies should pay a lower price, so the price is negligible."

Meanwhile, a related representative of the National Police Agency said, "We have internal affirmation that the project budget is small, so we plan to discuss it with the Public Procurement Service and the Public Procurement Service to increase the budget from the next year."
