First heath insurance system export to Bahrain, LG CNS in charge

LG CNS is selected as the preferred bidder for the Bahrain national health insurance system project and is expected to start building the system from this month. Bahrain`s health insurance system has attracted attention as it is the first overseas export of health insurance information system in Korea, and its health insurance system and IT system, which are recognized as a world-class success case, are transferred overseas. Especially, it is meaningful that foreign governments, not foreign aid projects, introduce Korean system with their own budgets.

According to the Health Insurance Review Agency and the IT industry on September 3, LG CNS is selected as the preferred bidder for building the national health insurance system in Bahrain, and start construction of the system later this month.

The project will be implemented by the Bahraini government with its own budget for reforming health insurance. The project is worth KRW 10.3 billion. It is a way for IT companies to take over the project, rather than to win overseas projects, but to select the direct business operators through the cooperation of the government.

LG CNS was selected as the preferred bidder by establishing the existing NHIC system and solely bidding on this project. Initially, it was expected to be difficult to participate due to the restriction system of large companies` participation in the public SW project. However, due to the nature of the project, the Ministry of Information and Communication recognized that it was an exceptional business and got the qualification to participate in the bid. The final contract ends on August 8.

An expert said, "The company is making a lot of efforts at the institutional level by forming a dedicated team as it is a business that has been under preparation for many years." "It plans to complete the negotiations and contracts earlier this month.¡±

The Bahrain government has been reviewing Korean systems in Europe and Japan for years, and after 2015 it decided to introduce the system and introduce it in early 2016. More than 50 million people can pay medical expenses, prescribe medicines and over-check whether they are in real-time. Since then, it has entered into agreements with the HIRA, and the HIRA has started to select operators. In the process, the director Ryu Jong-soo, was reported to have reached a final agreement with the two countries.

Through this project, it will establish DUR, NHIIS, and SUN in accordance with the Bahrain situation. DUR is a system to support the safe distribution and use of pharmaceuticals by pre-checking drug prescriptions and contraindications. Meanwhile, NHIIS is optimized for reimbursement claims and payments, health care resources management, and SUN is used for medical data analysis and utilization.

LG CNS applies `MDD` (model-based development) methodology that develops SW automatically without coding, and cloud service that enables system development and maintenance remotely. It plans to export to other countries in the future.

There is no need for coding, so it is advantageous for Bahrain staff to participate from the design stage and to facilitate development and maintenance.

A representative from the health industry said, "The eyes and ears of the world`s health policy officers are focused on the export of Korean system, which is considered to be an internationally successful model, to Bahrain." LG CNS expert said, "If the customer understands only the flowchart, it will be easy to construct SW system, modify and maintain, so that other countries can easily introduce it.¡±
