`Headwind` for public institution full time work system¡¦ IT service personnel absent in `emergency situation`

The Korean government has recently finalized guidelines for the conversion of regular employees to non-regular workers in the public sector, and each of them started discussions on the issue.

According to the government guidelines, the employees of the company dispatched for the maintenance of the IT system of the government, local governments and public institutions are also included in the full-time conversion target. As a result of internal discussions, the IT companies are in danger of being transferred to the ordering organizations as The Ministry of Science and Technology, the Korea SW Industry Association, and the Commercial SW Association are working closely with the Ministry of Employment and Labor to request the interpretation of the Exemption Guideline for the regular maintenance of IT maintenance personnel.

The government, focusing on the Ministry of Employment and Labor, distributed relevant guidelines to ministries and affiliated organizations on July 20, and included non-regular workers such as fixed-term workers, dispatch workers, and contractors as permanent workers in the public sector. Continuous work, continuous job continuity during the year, continuity for more than 2 years, if applicable, will be subject to full-time conversion, including IT service maintenance dispatch personnel.

Meanwhile, dispatched workers do not have to switch to full-time employment if they fall into exceptional circumstances, such as job characteristics, professionalism, and the promotion of SMEs. However, the council of labor and experts in which institutions, dispatched workers, has been decided to follow it. If the council decides that it is possible to switch to full-time employment, the IT service company will be able to choose whether to switch to full-time dispatched personnel. It is very likely that the company employees will choose to switch to regular employment in public institutions in this case, instead of experiencing unease in employment due to the maintenance extension contract failure.

In fact, on August 22, the agency A, which is a government affiliated organization, is in charge of services for building management, cleaning and expense service companies and IT system maintenance dispatching companies. £¿ Coordination of `no-company £¿ expert council` I sent out an official letter at once. Once the situation got worse, the Ministry of Information and Communication (MIC) and the related corporations went to the Ministry of Employment and Labor to explain the situation of the industry and to request an interpretation of the exception.

In this regard, a related person of the IT service association pointed out, "We are already working in the public employment contract with a regular contractor of an IT service company, and if these personnel are to be converted into permanent employment in a public institution, most of the workers in poor companies will choose public institutions "It is very difficult for the industry to maintain its expertise in IT maintenance and human resource development.£¿

The Ministry of Employment and Labor said, "Dispatched workers who are in charge of maintenance of IT systems in the public sector are in principle to be converted to full-time employees. The workers should consult with the experts at the labor-management councils." However, There is a reason for the exemption of conversion depending on the characteristics of the business such as promoting promotion.
