[Digital Times, Kang Eun-seong] The vice minister of the telecommunication regulator and the first grade senior officials have revealed that nine people have been reemployed to the law firms in the past three years, whose interests are closely linked to the interests of telecommunication companies.
As a result of the examination of the employment examination of the retired civil servants of the public service ethics committee (hereinafter referred to as "the ethics committee") on August 13, Digital Times revealed that the former vice minister of the future creation science department of the Ministry of Science and Technology, Ministry of Science and Technology Choi Seong-joon (Deputy ministers), as well as top-level officials who were directly involved in regulatory review.
Choi Jae-yu, the most recently retired former vice minister of the Ministry of the Future, worked at Shin & Kim for two months after his retirement. Sejong city is currently acting as a legal representative of the telecommunications company, which is contrary to the policy of lowering telecommunication cost of the Ministry of Information and Communication. At the time when he was vice-minister, he was a legal representative of SK Telecom, a legal representative of SK Telecom, and actively involved in various regulatory examinations and disciplinary review of the CJ HelloVision.
According to the Public Officials Ethics Act, retirement public officials are obliged to work in the first three years of retirement (two years before March 30, 2015), and in principle, those who are closely related to the work of the department or institution that they belong to during the five years before retirement. The ethics committee has to get a job approval beforehand in order to get a job within the due date. Especially, this regulation is designed to strengthen the restrictions on the rehabilitation of regulated agencies by regulators after it was pointed out that the officials of shipping companies and maritime regulatory authorities were in charge of revolving doors after the sinking of the lake in April 2014.
Actual measures during the first year, the telecommunications authorities also showed considerable care in reemployment in related industries. However, from April 2015, a year later, retirees have been working in a number of profit groups. In the end, the Ethics Committee ¡®approves¡¯ the fact that the former deputy minister of the regulator is working as an officer in a legal affairs corporation in charge of legal representative of a telecommunications company.
The Ethics Commission, at the time of the examination, stated, "We did not know that Sejong city will act as a lawyer for the telecommunications company to the Ministry of Information and Communication. I decided to approve the job because of the special reason. "Employment approval means an order to allow re-employment once it is recognized that ¡®public interest¡¯ or ¡®professionalism¡¯ specified in each item of Article 34 (3) of the Enforcement Decree of the Public Officials Ethics Act.
High-ranking officials who retired from the Future Department and the Korea Communications Commission retired as large-scale law firms and telecom companies in the past three years.
KTOA, a representative interest group of mobile operator, appoints a full-time vice chairman as a senior official. The chairman of this group is in charge of the honorary office of one of the three telecom companies, and the vice chairman is in charge of the business. Vice Chairman Na Bong-ha, who has been serving as a vice-president of the current KTOA for two years, is a senior official who has served as the chief of the Planning and Coordination Coordination Division of the Korea Communications Commission.
Vice president of KTOA is the Chief Policy Officer of the Korea Communications Commission. Before the vice chairman, Lee Jae-ryong, Lee Seung-mo, Seok-geun Yoon are all from KCC.
Another communication-related corporation, the `Information and Communication Promotion Association (KAIT)`, is also a senior vice chairman of the former senior official of the power and communication regulatory authority. Hyun Jung, former vice chairman of KAIT, and former vice chairmen Hwang Jung-yeon and Noh Young-gyu, both served as senior officials of the Korea Communications Commission and Ministry of Information and Communication.
A related member of the National Assembly stated, "It is supposed to be reemployed by various governmental organizations and high-level law firms for various reasons. It is extremely unusual." He also said, "If a retired civil servant arrives at such a place. In addition to exercising its influence on the country, senior officials who are about to retire may be prevented from carrying out strict public service in consideration of their career paths.¡±
