On July 3, Blue House appointed a candidate for the Korea Communications Commission, and the election of the Parliamentary referral committee was expected to pass the extraordinary session of the National Assembly in July, triggering the normalization of the Korea Communications Commission, which has been running for three months. However, it is pointed out that most of the members of the Korea Communications Commission are composed of broadcasting and media experts. The information and communication technology (ICT) industry has publicly voiced that "the Korea Communications Commission has become a road broadcasting company".
Lee Hyo-Sung, the candidate of the Korea Communications Commission, also put an emphasis on broadcasting reform. He told reporters at the first commute to the preparatory office of the Gwacheon hearing on July 4, "I have a lot of pending issues (at the Korea Communications Commission), but I will pursue `abnormal normalization` so that the broadcast will have its own appearance." When the 4th KCC launches, it is expected to exert its utmost efforts to improve the governance structure of public broadcasting, publicity of broadcasting, recovery of public interest, problems of dismissed journalists, and improvement of general programming channels.
As for the telecommunications sector, it has come up with a somewhat principled view that it will work with the Future Ministry to find ways to give telecommunication benefits to users. The candidate said, "Although many of the telecommunication policies have become part of the future, the Korea Communications Commission is considering ways to make international competitiveness by disseminating new technologies in broadcasting and telecommunications." He added, "Telecommunication market needs to be found in 5 (SK Telecom): 3 (KT): 2 (LG U +) due to the need to consider the business and profitability of the company. If we need it, it may be beneficial to give a stimulus to the new competition system.¡± By now, the standing committee members of the KCC consisted mostly of broadcasting experts. That`s why the ICT industry is arguing that the 4th KCC should include telecommunications and ICT specialists. The committee consists of five members including the chairperson. The chairperson and the government are nominated by the president, and the remaining three are nominated by one ruling party and the opposition party (free Korean and the people`s party), respectively. Meanwhile, the chairman was a politician (Choi Si-jung, Lee Kyung-jae), a civil servant (Lee Kyu-chul) and a judge (Choi Sung-joon).
In the fourth period, the media specialist, Ko Sam-seok, is appointed by the government as a recommendation, and the communication and ICT experts are not included at all. Lee Hyo-Sung is not only a candidate, but also a representative of CBSi, who is currently a member of the Korea Communications Commission (KCC), former chairman Kim Suk-jin, and former Democratic Party nominee Ho Jeon-wook. The people`s party is also expected to recommend broadcasting experts.
In addition to broadcasting, the KCC also has functions such as illegal subsidies in the wired and wireless communication market, and management and supervision of user interests. The `separate disclosure` announcement of subsidies provided by telecommunication companies and manufacturers in the government`s measures to reduce telecommunication costs is also a subject of the Korea Communications Commission. SK Telecom, a so called `hot potato` in the telecom market, is investigating whether telecom market dominance is shifting to a bundled broadcasting and telecom product, and resolving the distinction between regulated stations and global operators such as Facebook and Google. It is pointed out that there is an urgent need to prepare for the `Galaxy S8` as the facts of the investigation on the mobile market triggered by the `Galaxy S8` are underway and the `ceiling of the subsidy`, which limits the ceiling amount of the disclosure subsidy,
An expert in the telecom industry said, "The broadcasting industry has many issues of confrontation, and it is not easy to pursue the policy. Communication issues and ICT issues are repeated due to broadcasting issues, which should fundamentally solve this problem." The Korea Communications Commission stated, "Since there is no telecom expert, there are experts in the broadcasting industry who regulate the telecommunication market. The broadcasting market is KRW 15 trillion and the telecommunication market is KRW 50 trillion.
