Interview with Yoo Young-min, candidate for Ministry of Science, ICT and Future Planning

Yoo Young-min, the ministry candidate (photo), explained that the convergence of information and communication technology (ICT) and science and technology is necessary for leading the fourth industrial revolution.

It is important to focus on the ICT sector, which needs to achieve rapid performance in the past, and the criticism that there is no synergy between the science and technology fields which should be focused on mid to long-term research under the support of Ministry of Science, ICT and Future Planning.

Candidate Yoo also pointed out that the government will collect wisdom from related industries and civic groups in the mid-to long-term perspectives on methods to cut household mobile phone costs.

Mr. Yoo, on July 2, said, "I believe that ICT and science and technology are separated from each other. The convergence of ICT and science is needed in the fourth industrial revolution. Especially, basic science such as bio proportion should be big.”

He pointed out, "The ministry should be responsible for coordinating the tasks of related ministries, allocating resources, and finding jobs and future profit sources. There is a prejudice that only the manufacturing industry takes care of the fourth industrial revolution. The Fourth Industrial Revolution should be able to link job creation and future profit sources excavation based on all the systems of the nation and all industries including our lives."

He stated that ICT and science and technology convergence are necessary to develop technologies which can improve the quality of life faster.

"For example, Internet of Things (IoT) is expected to develop more quickly in the field of health care which is not painful and long-lived, and here, basic science such as biotechnology should be incorporated. I think we will be able to find jobs and profit sources in this ICT and science convergence area."

He also said that he would like to put more emphasis on basic science to nurture human resources to deal with the fourth industrial revolution.

He explained, "A little more emphasis should be placed on basic science and applications. Researchers and developers should create an environment where they can engage in their own research and, if necessary, drastically reform institutional aspects such as evaluation systems in this area.” He said that scientists will create an environment that allows them to concentrate on their research autonomously and creatively.

Candidate Yoo recently said that the government will push forward mid-to long-term plans through in-depth discussions under cooperation with related industries, civil society organizations, etc. about the cuts in household mobile phone costs.

He mentioned, "It is the public interest to cut household mobile phone cost, and it has come up with a plan to cut mobile phone cost in the short term. It is the president`s promise to reduce mobile phone cost from the proportion of household expenses and should be solved by related personnel.”
