The National Planning Commission has raised the discount rate of 20% to 25%, which is equivalent to the subsidy on June 22, and provides additional reduction of KRW 10,000 per month for the vulnerable class, announced plans to reduce mobile costs. However, it is becoming increasingly clear that mobile phone makers should join efforts to reduce mobile cost burden, mainly by three mobile operators and civic groups.

It is argued that most consumers should discuss methods to reduce the mobile phone price burden in the situation where consumers recognize the entire amount specified in the mobile fee bill as ¡®communication fee¡¯. Currently, the communication bill includes not only communication service charges but also terminal charging and supplementary service charges.

Yeoido parliamentary debate on the telecom policy debate poured out such claims on June 23. Ahn Jin-gol, a head of participation solidarity said, "As a result of the survey, it is important to lower the price of the mobile phones as the mobile cost is 56.4% and the price of the mobile phone is 37.5%. We should also participate in social debates and discussions later."

It was demanded to introduce a `fully self-supporting system` in this process, that completely separates mobile services and phone distribution. "I think that it is the right direction for many of the Democratic ministers to compete with each other for communication, and for terminals to compete with each other," said Koh Young-jin, a member of the National Assembly`s Future Creation Science Broadcasting Communication Committee. Meanwhile, manufacturers are struggling to cope with this issue.
