Public SW application expansion to national defense weapon system¡¦Guideline to be released

The Korean government plans to establish a `The development of weapons system SW strategy` in order to achieve the localization rate of 85% of the defense weapon system software (SW) by 2020. In particular, it is noteworthy that it is actively inducing the use of open SW by creating guideline for applying open SW.

According to the government and the SW industry sources on June 15, the Defense Acquisition Program Administration has set guidelines to be followed when applying public SW in the development of weapon systems, and has started to receive the opinions of defense companies. The weapon system SW is a battlefield system, such as SW (tactical command and control automation system), which is installed in various weapons such as fighters, tanks and traps, and C4I. The SW refers to the solution used in the management information system.
In the case of F-4 fighters produced in the 1960s, although SW was responsible for only 8% of the missions, the newest fighter F-35 is responsible for 90% of missions such as bandit detection, tracking, aiming and induction. However, Korean defense SW technology level is 75% compared to the US (100%) as of 2015, and it is the No. 12 among 16 major defense industries.

Therefore, private companies such as Doosan Heavy Industries, Korean Air, Hanwha, MDS Technology, Ssangyong Information & Communications, LIG Nexon, etc., participated in the defense system, Defense Technology Agency, Defense Technology Institute, Defense Technology Institute. They are actively promoting the development strategy which enhances the localization rate and technology level. After drafting the draft last year, public and private parties will hold a meeting to discuss the final draft and then the public SW weapon system guidelines will be released.

The guideline for applying public SW weapon system which is released to industry is ¡â SW reliability test ¡â SW security test ¡â license management. The weapons used on the battlefield should be 100% non-stop performance under any conditions and environment, and should operate well with other complex SWs as well as with high security. In addition, the weapon system applying the public SW should ensure the necessity and reliability of using the public SW from the detailed design stage, and if it is not secured, it focuses on eliminating the problem element through a thorough examination based on the defect influence and frequency of occurrence.

Besides, the public SW applied to the battlefield management information system has passed the security test. When mass production of the weapon system applying the open SW, reliability and security test are carried out whenever the public SW is modified or new usage is created. The license is required to comply with the license to ensure that no intellectual property disputes arise, and any source code release obligation for the secondary work should not be used. An industry expert said, "We agree with the intention that the government will expand public SW application to weapons systems."
