Why was Yoo Yong-min appointed as the Minister?
The government appointed Yoo Yong-min, a former SW developer and Head of Democratic Party Digital Communication as a Minister of Ministry of Science, ICT and Future Planning. It means that the government has strong will to develop ICT convergence business.
The IT industry showed high expectations for the Moon government to appoint a candidate for the Ministry who is well versed in the SW industry and foster the related SW industry. The nomination of a candidate who is a former SW developer who understands the industry well is evaluated as meaning that the new government will make a strong start to SW`s ecosystem and revitalization of the new growth engine.
On the same day, the National Planning and Advisory Committee has designated the Ministry as the subject divison of the Fourth Industrial Revolution Committee and established the subordinate science and technology innovation headquarters under the supervision of research and development work in the basic source field. Accordingly, candidate Yoo will play a prominent role in organizing the Science and Technology Innovation Headquarters, which oversees original technology R & D while concentrating on SW policy, the core technology of the 4th Industrial Revolution.
Yoo was born in 1951 in Dongrae-gu, Busan, and is a native of Busan, who graduated from Myungrun elementary school, Dongrae Middle and High School and Pusan National University. He is in the same age as President Moon. He was a SW engineer who started his career in LG Electronics IT office in 1979. He has worked as a vice president of informationalization, vice president of LG CNS Financial ITO (IT outsourcing) business division, POSCO ICT Chief Operating Officer (COO) and POSCO Management Research Director. It is called the first CIO of Korea.
In addition, he also served as the Director of the Korea Software Promotion Agency (current Korea IT Industry Promotion Agency), the President of the Korea Database Promotion Center, and the Advisor of the 10th National Science and Technology Advisory Committee. He contributed to the presidential election as the chairman of the off-network party promotion committee and the digital communication chairman from the Democratic Party last year. A related person in the research and development (R & D) industry said, "Candidate Yoo was in charge of R & D planning as a director of the SW Promotion Agency, and he was evaluated as gentle and rational. His appointment seems to exert strength in SW policy and R & D. It is also important to keep a big organization in good hands or to move forward."
On the same day, a spokesperson Kwang-sung Kwon, a director of the National Planning and Advisory Council, said, "He is a SW developer and have experience in the field of ICT and has a big advantage in the convergent leadership that he accumulated through the corporate research leaders and professional managers. Innovation of national R & D system, support for core science and technology as well as establishment of future research and development ecosystem, and so on.¡±
As the executives from the system integration (SI) industry become candidates for the Minister of the Ministry of Science, ICT and Future Planning, the Korean IT industry is happy about the appointment. SW expert said, "When the candidates worked for SI companies in the large companies, the IT industry was good, but now the industry is feeling stagnant due to the slow growth. We expect SW policy to revitalize the industry."
