Ministry of Science, ICT and Future Planning to lead ¡®the fourth industrial revolution¡¯ policy¡¦Basic & source field R&D also under the Ministry control

The Ministry of Science, ICT and Future Planning will lead the fourth industrial revolution committee under the presidency. The ministry is also expected to lead the national research and development (R & D) project, which will be the seed of future technological innovation.

A spokesperson for the National Planning and Advisory Committee, Park Kwang-ohn, on June 13, at briefing at the office of the Planning and Advisory Committee of the Seoul Tongyeong-dong and revealed, "As a result of internal discussion, we have decided that the fourth industrial revolution will be led by the Ministry of Science, ICT and Future Planning.¡±

Mr. Park also said, "The ministry will analyze and promote policies based on the understanding of the fourth industrial revolution. Also, it will analyze the changes in technology, markets, industries, and society and act as a preemptive response."

In this regard, the National Advisory Council stated that President Moon will separately establish the Ministry of Science and Technology, which is mentioned in the presidential pledge, to the Science and Technology Innovation Headquarters under the Ministry of Science, ICT and Future Planning.

Mr. Park said, "We will establish a science and technology innovation headquarters in the future with the promise of establishing a science and technology general department that will integrally plan and conduct challenging research and development in the field of basic and original research.¡± He also mentioned, "The general manager will be considered as vice minister. However, he will have authorization on national meeting participation and budget related issues.¡±

Accordingly, the basic research of national R & D projects, which have been distributed to 13 ministries in the past, will be concentrated in one of the Science and Technology Innovation Headquarters, and other ministries will conduct R & D projects based on specific industry demand.

The basic R & D has been diverted to various departments, resulting in a decline in science and technology competitiveness in order for the National Planning Commission to give power to the Ministry of Science, ICT and Future Planning. It should be possible to deal with the era of the fourth industrial revolution, represented by the so called ¡®super-connection and super-convergence¡¯, by accumulating the basic research and technology of the country with the leading role of the Ministry of Science and Technology and ICT.

Kim Jin-pyo, head of the National Planning Commission, pointed out, "During the last nine years, the government has continued to expand its R & D investment, making it an advanced country comparable to that of any country. However, Korean technological competitiveness has continued to decline after 2007.¡± He also pointed out, ¡°It is remembered that the IT industry competitiveness in 2007 was the third in the world, and the key technology of the fourth industrial revolution such as Internet, cloud, big data and mobile has already been overtaken by China."

Mr. Kim said, "Science and technology has been analyzed that science and technology support policy is a sub-concept of economic policy and the government has exhausted the budget for the short term rather than basic research.¡± Besides, the government has set up a Science and Technology Adviser at the Blue House and proposed a plan to reorganize the National Science and Technology Advisory Council, a chairman of the National Science and Technology Council, into a bureaucratic science and technology policy control tower. Meanwhile, the National Advisory Council plans to refine the powers and roles of the Ministry of Science, ICT and Future Planning, which will serve as a player and referee, by collecting opinions from experts in science and technology.

Mr. Kim also stated, "In addition to the big changes in the framework, there will be a lot of choices and decisions to make when we push forward the science and technology policy that we have been doing for the past 10 years. How to classify and manage the business is a difficult task, and it is necessary to cut these problems with the perspective and vision of the scientific and technological community.¡±
