‘Subsidy price ceiling in early abolition’ due to failure in issue… Difficult to make solution in this month

It is predicted that the early abolition of so called `cell phone subsidy price ceiling`, which is expected to disappear by the end of September, will not be handled at the extraordinary session of the National Assembly in June. Even the National Assembly`s Future Creation Science Broadcasting Communication Committee has not been coordinated, and a future human rights hearing should be conducted according to the future creation science minister and the president of the Korea Communications Commission. Especially, it is observed that the price ceiling of the subsidy may be pushed out of the priority due to the confrontation between the ruling and opposition parties on key issues such as the hearing of the THAAD (Terminal High Altitude Area Defense), is estimated that if the amendment of the law on the improvement of the governance structure of the public broadcasting, which was opposed to the 19th parliament was tied up with the price ceiling on the subsidy. Therefore, it is expected that it be difficult to pass the parliament.
According to the National Assembly on June 1, the Future Creation Science Broadcasting Communication Committee has started a temporary parliamentary session in June at the end of last month. The minister of the Ministry of Science, ICT and Future Planning and the director of the Korea Communications Commission are expected to be nominated and discussions on related issues will begin when the HR hearings are over.
A Democratic Party representative said, "The inspection schedule for the legislation pending in the National Assembly, such as the price ceiling on the subsidy budget, will be reviewed after a hearing by the Minister of Ministry of Science, ICT and Future Planning and the Chairman of the Korea Communications Commission discussions. We have to look at the whole schedule when the Standing Committee is held in June despite Democratic Party intends to proceed with the bill."
People’s Party representative, on the other hand, said, "As far as we know that the relevant issues will be discussed at the next meeting of the bill after the appointment of the Minister of the Ministry of Science, ICT and Future Planning and the Chairman of the Korea Communications Commission are appointed. The meeting between the ruling and opposition parties should be held for further negotiation."
It means that the sooner the appointment of the minister and the head of the Korea Communications Commission, the sooner the discussions on the early abolition of the price ceiling will be handled.
It is expected that the bill will be processed without any dispute, since the related legislation has been initiated regardless of whether or not the price ceiling on the fund is concerned. However, there are many issues to be dealt with, such as job vacancies, in the extraordinary session of the National Assembly in June.
A representative of Justice Party stated, "The issue is expected to be handled without dispute as the bill on the price ceiling of the subsidy has been initiated in the parliamentary party. However, there is a lot of work to be done at the parliament in June.”
Earlier, the Constitutional Court ruled on May 25 that it would make a constitutional contribution to the price ceiling on mobile phone subsidies.
