We have already entered into the era of the Fourth Industrial Revolution. In response, the government plans to strengthen R & D on core software (SW) technologies such as artificial intelligence, cloud, big data, and cyber security to actively purchase superior products that are commercialized and activate SW market.
The Ministry of Science, ICT and Future Planning and the Ministry of Government Administration and Home Affairs, and the Public Procurement Service, who attended the 2017 Digital Insight Conference held at COEX Grand Ballroom, Seoul under Digital Times initiative. The director of the SW policy division of Ministry of Science, ICT and Future Planning has announced plans to strengthen SW education and R & D investment as a way to adapt digital transformation according to IT environment change. Director Lee said, "The key to the digital transformation medium is SW. It is the most important to nurture the manpower in order to prepare well for the fourth industrial revolution. Starting next year, we will create a policy to mitigate deregulation and create SW demand and counter the global SW so that we can become a country that can do SW well." He also said, "The government will actively promote R & D that cannot come out of the private sector, so that we will be able to cultivate talented people that are better than the results in the long term."
The Public Procurement Service will be in charge of revitalizing the market of new technology SW commercialized as R & D of the Ministry of Science, ICT and Future Planning. Lee Sang-yun, director of the new technology service department of the Public Procurement Service, stated, "Innovation technology cannot create new demand until it is developed. It is necessary to create products that can innovate in the intelligent information technology market.¡± Director Lee revealed, "We will prepare a policy to revitalize the SW market by improving the procurement system from the second half of this year, so that the intelligence information technology products including the cloud and the intelligent information technology products can be designated as excellent procurement items in the evaluation of the contract negotiation council."
Meanwhile, the Ministry of Government Administration and Home Affairs promotes intelligent e-government innovation through the combination of the fourth industrial revolution and e-government services. The ministry will also set out detailed tasks to innovate into intelligent e-government by applying core SW technology to existing e-government systems. Jang Yong-hwan, head of e-government policy center, stated, "By introducing core SW technology, we will create a policy that can contribute to the expansion of IT ecosystem by creating market demand through improving administrative innovation and service for people. We will focus on establishing detailed project and scientific policy for introducing intelligent e-government applying industrial revolution and rooting in local governments."
