Who is going to take leadership in ICT in the new government
The Moon Jae-in government has been rapidly expanding into the Cabinet, including the appointment of a prime minister, and the ICT, the Ministry of Science and Technology, the Korea Communications Commission, and the Presidential Commission on the Fourth Industrial Revolution. There is a growing interest in becoming a key figure to lead new ministries and committees to nurture new industries through the new system.
According to the political and ICT industry on May 14, the Fourth Industrial Revolution Commission is the core of AI, self-driving car, electric car, renewable energy, 3D (D) printing, big data and industrial robots. The commission will assume the role of supporting technology. Besides, the committee is expected to play a role in leading the innovation of the industrial structure, such as improving the regulation in a negative way and creating convergence between industries and new business.
Although the details of how to reform Ministry of Science, ICT and Future Planning, the Korea Communications Commission, the Ministry of Commerce, Industry and Commerce, and the Ministry of Culture, Sports and Tourism have not yet been elaborated yet, reformation will serve as a control tower to coordinate and integrate the Fourth Industrial Revolution.
In the meantime, rumors have already started about the new government`s ICT and the head of the department that will lead the Fourth Industry promotion policy based on this.
In the political arena, member Byun Jae-il and Kim Byung-gwan, who have led the ICT policy in the Democratic Party of Korea, are in the center of attention. Mr. Byun was appointed as the chairman of the Fourth Industrial Revolution Promotion Committee during the Moon Campaign at the time of the presidential election and has been evaluated as having played an important role in preparing the Fourth Industrial Revolution promotion system of the new government.
Kim Byung-gwan (former chairman of the board of directors of the game company), who joined Moon Jae-in as a member of the National Assembly before the general election last year, is regarded as the right person to advise on the activation of digital contents such as games.
Ahn Jeong-sang, Democratic Party`s chief technical officer has played a key role in the party`s post-presidential campaign to establish ICT policies and strategies, and the new government`s ICT-related ministries are likely to be able to take charge.
In addition, Yang Moon-seok, former chairman of the Public Media Committee, who has been active at the Moon Campaign during the presidential election, and Koh Sam-seok, the current chairman of the Korea Communications Commission, Choi Min-hee, the press secretary of the presidential campaign committee of Democratic Party of Korea, and Lee Sang-yun, former head of T-Broad are also in the center of attention.
Among candidates, Chairman Yang Moon-seok has been a member of the Democratic Party of Korea`s presidential election in February, after being assisted by the director of the Citizens` Alliance for Media Reform and the EBS policy committee for Korean education and broadcasting.
Dr. Yoo Woo-hwan, who has been scouted by candidate Moon during presidential election, is also a candidate. Dr. Yoo is a senior Ph.D. in electrical engineering from KAIST and was a senior manager of Intel, a vice president of Samsung Electronics Semiconductor Business Division, a director of Hyundai Motor Research Institute, and a co-chair of the Fourth Korea Industry Committee. President Moon said that he was "a motivation for leading the Fourth Industrial Revolution and creating new jobs" at that time.
Meanwhile, the person who led the ICT policy at Moon Campaign is getting attention. At the time of the presidential campaign of Moon Jae-in, about 1,000 science and technology and ICT experts helped his campaign. Although their role has been finished, they are still attracting attention as a key figure to lead the ICT policy in the new government. Among them, Professor Noh Gyu-seong, who serves as chairman of Korea Digital Policy Institute and professor at Sunmoon University, is emerging as an ICT expert. Professor Noh was the head of information and communication media in Moon Jae-in Campaign. Professor Kim Jong-ho of KAIST (KAIST), who served as the head of the Fourth Industrial Revolution Team at Moon Jae-in Campain, is also recognized as an ICT expert. In addition, former Son Yeon-gi, former head of Korea Information and Culture Promotion Agency, Choi Mun-gee, former head of Ministry of Science, ICT and Future Planning, Kim Jin-hyung, KAIST professor, Lee Byung-ki, professor of Seoul National University along with Noh Joon-hyung, former vice minister of Ministry of Information and Communication.
