International standardization of 5G frequency 28§× band to be accelerated
It is expected that the frequency auction for the fifth generation (G) mobile communication service will be conducted in the second half of 2018, which is ahead of schedule.
The Ministry of Science, ICT and Future Planning stated on May 9 that it will be able to speed up the frequency auction from initial year, 2019 to 2018 if it is to build the 5G communication infrastructure in a rush and serve the world in 2018 for the first time in 2019.
The Ministry of Science, ICT and Future Planning and 3 Korean mobile carriers are making efforts in various fields to establish international standardization of 28GHz band and related technology, which is the main communication frequency band of 5G. The 28GHz band and the 3.5GHz band, which Korea is pushing, which included in the 5G standard frequency category at the 3GPP technical meeting in March, and the first level specification will be decided in June 2018.
The 3 main mobile carriers are considering the possibility of international standardization of the 28 §× band, and are establishing cooperative relations with domestic and overseas network equipment and component manufacturers for product development in accordance with this frequency standard. They have succeeded in the field demonstration of the 28GHz band and has pushed the commercialization of the world`s first 5G, reflecting the technology developed by the global partner companies in the 3GPP 5G standard task.
The Ministry of Science, ICT and Future Planning will collect the standardization technology developed by domestic mobile telecommunication companies and submit it to the International Telecommunication Union (ITU) and `3GPP` early next year.
The Ministry of Science, ICT and Future Planning had planned to establish a 5G frequency allocation plan including 3.5GHz and 28GHz by the second half of 2018, and planned to allocate the frequency to operators in 2019. In detail, after the international standardization of 3GPP confirmation in June 2018, it is planned to establish a frequency allocation schedule in the second half of 2018 and start the 5G commercial service in 2020 through frequency auction and frequency allocation in 2019.
However, The Ministry of Science, ICT and Future Planning revealed that if a service provider who requests frequency 5G service among 3 service providers first appears, it can accelerate the frequency allocation auction for the mobile service provider. "If we want to allocate the frequency, we need to prepare how to do the auction method and the price calculation method. However, it will not take long time. We can start the auction more quickly than the plan.¡± said The Ministry of Science, ICT and Future Planning representative. He also added, "We will supply the frequency as soon as we think it is necessary as the core infrastructure of the fourth industry is a 5G network¡±.
In this regard, mobile carriers do not dispute early frequency auctions and allocations, but ultimately, people using 5G chipsets will use the service with 5G chipset should be supplied with the terminal. And it is unclear now. A mobile carrier representative said, "There is no question that it is time to accelerate the frequency allocation, but it depends on whether the handset can be delivered in 2019.¡±
Qualcomm, a cell phone chipset maker, said in March that it will be able to ship 5G chipsets to cell phones in 2019. Qualcomm representative revealed, "We are in the process of developing a chipset aimed at installing 5G cell phones in 2019."
An industry expert said, "As KT announced that the first 5G commercialization will be possible in 2019 worldwide, so it will be able to request an initial allocation of frequency for 5G. That`s when the PyeongChang Winter Olympics will be over in 2018 and the 3GPP will be in the auction period after June, in the period of international standards is finalized. "
