Active intelligent CCTV replacement at public parking lots¡¦Crime prevention expected to be high

#In February, there was an accident that a man kidnapped and killed a woman who broke up with in a parking lot in Songpa-dong, Seoul.

According to police statistics, parking lot crime is ranked as one of the top ten top 10 crime areas along with road, housing. The number of crimes committed in the parking lot in 2015 is 25 5334, which is 20,000 ~ 30,000 cases on annual basis since 2011, and forms a violent crime with murder, robbery and sexual violence. It is pointed out that the old CCTV should be replaced in the parking lot where is so called crime blind spot, and the high-quality and intelligent CCTV construction projects of the local government are active.

According to a related industry on May 7, major metropolitan organizations such as Seoul, Busan, Daegu and Incheon are in the process of replacing the aged CCTV of the public parking lot with the intelligent CCTV.

Intelligent CCTV is equipped with a security solution that is able to automatically identify specific actions such as tracing, identifying, or roaming, intruding, falling objects, fighting, or arson. Each municipality has difficulty in identifying crime prevention and causes of accidents by using low-quality CCTV installed in existing public parking lots. It is aiming to increase the crime prevention rate and to implement efficient facility management by introducing advanced CCTV.

The Seoul Facilities Management Corporation plans to introduce 47 2 million-megapixel intelligent CCTVs this month by investing KRW 21 million in the budget under decision that CCTV installed in the Dongdaemun public underground parking lot located in Jung-gu is difficult to function normally after 8 years of installation. The solution to be installed is equipped with functions such as face and motion detection, tempering (right temperature processing) alarms and so on.

Meanwhile, the Busan Facilities Management Corporation concludes its work on replacing 18 low-quality CCTV cameras installed in 1 public park in Jangsan Station, located in Haeundae area, with intelligent CCTV capable of recognizing faces, actions and voices.

The Daegu facility management corporation is also replacing the aged CCTVs with 34 intelligent CCTVs capable of motion detection and tempering alarms in the public parking lots such as Gyeongsang Gamyoung, Jisan, Bumi, Seiji and Chilsung Bridge under the budget of KRW 80 million from April, this year. Incheon City and Jeonju City also built an intelligent CCTV in the public parking lots of A-am Logistics 1 area, Seosin-dong, and Samcheon-dong, respectively, in April.

It is pointed out that the environment design is premised on the premise of "broken window theory (crime increases if broken window is neglected") from facility design stage in order to prevent crime through intelligent CCTV to be more effective.

Park Hyun-ho, professor of police administration department at Yongin University, said, "The public parking lots have a high risk of crime due to lack of security guard workforce and aged CCTV. CCTV and septic (crime prevention design) techniques that apply lighting improvement and bright design to the facility are needed to apply.¡±
