Thanks to ¡®manpower¤ýtax benefit¡¯ ¡¦ Open SW in growth every year

It has been revealed that open source software companies are required to nurture professional manpower and employers are required to receive tax benefits in order to activate the market of open software (SW).

The Korea IT Industry Promotion Agency (KITA) announced on April 10 that the SW Competency Plaza announced the plan to revitalize the open SW market through the recently released ``2016 Open Software Enterprise Manual``. The public SW releases the development source code of the copyright holder and anyone can freely use, duplicate, modify, or utilize it. Linux, and Red Hat, and there are more than 60 companies in Korea including Gaia 3D and EnkiSoft who are in open SW.

Open SW is an open structure so-called ``development - disclosure - complement``, which is faster than development and innovation of commercial SW, and maintenance cost is cheaper. The total cost of ownership (TCO) of open SW is only 63% of that of commercial SW, and economic efficiency is the biggest advantage. As a result, the open software market is growing every year. According to global research firm IDC, the size of the open-source software market is expected to reach double-digit growth from USD 74.3 billion last year to USD 89.9 billion this year, and the domestic market will grow from KRW 160.2 billion last year to KRW 183.4 billion.

However, open source software providers have been disadvantaged by the lack of understanding of customers such as ``free`` as well as lack of human resources, technology, specialized companies, and competitive strength against commercial software. On the contrary, employers have expressed concern about security concerns and technical stability by releasing source code. Although, cost reduction, application of the latest technology, and reliance on specific vendors, it is difficult to cope with emergencies and security vulnerabilities.

The use of open SW was high in web middleware (63.9%), operating system and server (46.5%) and DB and DBMS (46.5%), but the latest SW technologies such as cloud (5.3%) and big data were surveyed as being inferior. The supply companies wanted to nurture professional manpower and the employers wanted the tax benefits when ordering the business in order to activate the open SW market in the future.

An expert from the open SW Competency Plaza said, `Due to the advantages such as TOC reduction, the number of companies using open SW instead of commercial SW will continue to increase`. We are now studying on tax benefit plans on expert development of companies.`
