“Korea in optimal position as ‘Innovative test bed’ of the fourth industrial revolution”

Enormous flow of ‘the fourth industrial revolution’ is now approaching. It means that Korea, which has been depending on traditional manufacturing and made rapid growth myth so called ‘Ship of Korea’, now must find new growth synergy to take care of national economy.
The world economy, which has been leading the growth of manufacturing industry, is now in the middle of the next industrial revolution with the convergence of technology and boundary destruction. The core of the fourth industrial revolution in all industrial sectors is going to be ``convergence of manufacturing and Information Communication Technology (ICT)``.
The 18th Century British Steam Engine • The first industrial revolution that started with mechanization, the second industrial revolution that has enabled mass production by using electricity in the 19th century, and the Internet-based information revolution of the 20th century. Now, the robot, artificial intelligence (AI) Virtual Reality (VR), etc. are under development in the current the fourth industrial revolution.
The announcement of General Electric (GE), a representative American manufacturing company that it is planning to transform itself into a software company by 2020 is an example of the collapse of traditional manufacturing and the ecosystem shift to ICT-based the fourth industry.
Experts emphasize that the Fourth Industrial Revolution should be a "ladder of opportunity" for our economy to take a new step forward. Korean economy is forecasted to have a new growth engine due to the low economic growth rate of 2%, the potential economic growth rate decline, the fall in manufacturing competitiveness, the export crisis and domestic demand downturn. Experts point out that it is the way that our economy can survive only by finding the growth engines in the fourth industrial revolution.
Kim Bong Tae-director of the Institute for Future Strategies at Korea Electronics and Telecommunications Research Institute stated that ‘If we want to make a new growth engine for the fourth Industrial Revolution, we must create an environment where the fourth Industrial Revolution can be manifested properly. It is important to remove the barriers for start-ups to enter. Building social overhead capital is absolutely necessary in order for companies to freely use data by achieving knowledge and intelligence through data integration in the public and private fields without a partition.’
Ph.D Jang Yoon Jong, who is in charge of research of the fourth Industrial Revolution Research Department at the Korea Institute for Industrial Economics and Trade, explains that the new growth engine of the Korean industry should be searched by the development of new technology industry leading to the fourth industrial revolution, transformation of the existing main manufacturing industry through acceptance of new technology. Ph.D Chang said that ‘The fourth industrial revolution is a ``destructive innovation`` and it is difficult to follow the existing industry and maintain the existing way. Therefore, it is essential to transform the industry. The convergence industry will grow at a rapid pace, replacing existing industries’. The ``Transformation of industry`` refers to convergence that crosses each other``s boundaries, from automobile and distribution to healthcare, cultural contents and ICT.
He also said that ‘Even though Korea is behind in technology that will lead the fourth industrial revolution such as Artificial Intelligence (AI), but it is the world leader in the acceptance of new technology to accept digital new technology and ICT infrastructure to embody new technology accepted.’ He continued that ‘Korea must lead the fourth industrial revolution by taking advantage of the fact that Korea has the optimal conditions as innovation test bed.’
