Public SW maintenance concept to be divided in ‘maintenance control-defect maintenance’

The government is about to stipulate maintenance control and defect maintenance of complimentary and paid concept mixed concept in the software (SW) business field.
The Ministry of Science, ICT and Future Planning has announced on March 1 that it revised and notified the ‘Software Technology Evaluation Criteria’, which contains the above information.
This standard sets out the requirements for the technical evaluation of the supplier (contracted company) when the public enters into a SW contract.
So far, in the case of public SW order business, there have been many cases where the positions of the ordering organization and the supplier have been staggered on the SW result using the term maintenance.
For example, defects such as defects or errors that occur in SW products are considered as complimentary maintenance that requires post-processing according to the suppliers`` negligence, while SW updates and performance improvements refer to the maintenance of remuneration according to the license policy is considered as paid maintenance.
In the related laws such as SW Industrial Promotion Law, only the term maintenance is used and when calculating the cost such as the maintenance rate, the contractor inspects the defect for the cost reduction and the supplier argues for maintenance to pay the fair value, supplier and contractor were in inconvenient position.
Therefore, The Ministry of Science, ICT and Future Planning separated the existing maintenance into complimentary maintenance and paid maintenance. In addition, an amendment proposal was prepared to separate the defect maintenance items according to the evaluation criteria.
The rest is defined as the maintenance that processes the expenses that except the complimentary maintenance based on the SW defect.
The maintenance of the project support related to the technical proposal evaluation items was also evaluated for the maintenance plans, organization, procedures, scope, other activities related to the system and the restrictions imposed by the system supplier.
The defect maintenance plan is to be evaluated based on the defect maintenance plan, procedures, scope, other activities related to the organization and its limitations suggested by the system supplier.
Maintenance of related supplier support related to commercial SW evaluation details, maintenance of related product is required to be proper in the case of product update, addition and improvement of function, improvement process, cost, maintenance period, etc., and the license policy should satisfy the requirement .
The defect maintenance plan has been designed to evaluate the adequacy of the object, scope, and duration of defect maintenance in the case of a product defect.
In particular, it has been confirmed that the maintenance period will be less than one year. In doing so, it has been clarified the criteria for defect repair and maintenance technical evaluation in public SW projects.
A representative of The Ministry of Science, ICT and Future Planning expects that ‘There will be no conflict between contractor and supplier by setting out revised regulation on complimentary defect maintenance and paid maintenance separation and stipulation.
