¡®Blockchain is the future infrastructure to lead E-government¡¯

Blockchain is in the center of attention as a technology that will lead the next generation E-government. It is a strategy to increase efficiency and transparency of government system by introducing blockchain into E- government solutions such as electronic voting, electronic contracts, resident registration and electronic document management. Blockchain is a type of distributed database (DB) that manages the authority of data management and records by distributing them to various DBs without a central system

The Ministry of Government Administration and Home Affairs held a debate on ``The New Future of the Government of the Blockchain`` at the International House of Seoul Government House in Sejong-ro, Seoul on February 22. More than 120 people attended the event, including experts in the blockchain field and members of the intelligent information technology subcommittee of the E-government private-public cooperation forum. Park Sung Joon- the head of the blockchain research center at the Graduate School of International Information Security of Dongguk University stated that ¡®The blockchain is a platform that can deal with distributed DB, password, smart contract. The blockchain is not only 2nd internet but also the future infrastructure.¡¯
Park Sung Joon- the head of the Center stated that it is possible to improve the public service delivery system, such as establishing a common use of administrative information by using blockchain, expanding collaboration among agencies, public service certification along with public data transaction. It means Encryption vote through blockchain formation for E-voting but vote result announcement at the same time. Besides, the resident registration E-documents are encrypted and will be decoded by only those who have authority to open E-document and real estate registration is suggested for people who want to view the registry office and real estate registration in the blockchain.

In fact, according to a report of IBM released last year, 14 %of the world``s government organizations are willing to introduce blockchain. Currently, the United States is considering the introduction of a blockchain-based medical information sharing system, while already using blockchain for E-vote. The UK is promoting the use of block chains and smart contract application throughout public services, and Sweden, on the other hand, has already applied the blockchain-based land register saving and smart contract.

The introduction of blockchain has been spreading around the financial sector last year in Korea. Jung Yun Ki- the director of e-government in the Ministry of Government Administration and Home Affairs said that ¡®This forum is an opportunity to debate the application of the blockchain technology to the public sector. It will create a market by preemptively introducing blockchain technology in the public sector. I expect it to be the cornerstone of chain technology development.¡¯
