What is the use of Quantum Cryptography telecommunication¡¦Hard to secure budget in reality

Quantum cryptography is in the center of attention as a security technology in the 5th generation mobile communication (5G) age. The Korean government and politicians as well as operators such as mobile carriers are putting effort into early activation of bilateral cryptographic communication. However, it is unclear whether the government will support the budget.

According to industry sources on May 28, the budget proposal for mid / long-term information communication will not be included in the receipt of the Ministry of Science and Technology`s Ministry of Information and Communication`s preliminary inquiry.

As the ecosystem related to the quantum cryptography communication is small, it failed to pass the preliminary survey of the Ministry of Strategy and Finance last year, and it is necessary to prepare a new plan based on the report. It is now expected that there will be difficulties in securing the budget in the field of quantum cryptography communication.

Quantum cryptography is an information and communication technology that cannot be intercepted or hacked by using quantum characteristics (copying, irreversibility). The government has been supporting research and development to secure key elements of quantum cryptography since 2014. In 2014, it has revealed the "Mid-term Strategy for Quantum Information Communication" announced by the Ministry of Future in 2014, and built a test bed to test and verify quantum related technologies developed by relevant organizations including SMEs in real commercial networks in 2016. The SK Telecom consortium, which has been leading the related technology development, has been established as the main axis.

Meanwhile, SK Telecom has established the Quantum Technology Lab (Quantum Tech. Lab) since 2011 and has been developing the technology for quantum cryptography. Since then, he has participated in the national project to build a `quantum cryptography test bed` by the Ministry of Creation Science (currently the Ministry of Information and Communication). KT also created the "Quantum Communication Application Research Center" with the Korea Institute of Science and Technology (KIST) last year.

Currently, the political community has also begun to support the development of quantum cryptographic communication technology at the national level.

Besides, the Democratic Party proposed the activation of bilateral cipher communication and early commercialization of 5G mobile communication as a key commitment in the 6-13 provincial election information and communication technology (ICT) sector. This is the first time that good communication has been entered into politics` election pledge.

The Korean government and the related industry are struggling to secure budgets. The Ministry of Strategy and Finance has submitted a mid- to long-term technology development project to the Ministry of Strategy and Finance last year, but failed to pass preliminary feasibility studies. This year`s R & D preliminary feasibility study authority has been transferred to the Ministry of Information and Communication, but it is necessary to prepare a new receipt plan by re-analyzing and receiving the result report from the information department. It was not included in the due date for the Ministry of Finance and Economy due to the preliminary feasibility study requirement.

On the other hand, a preliminary feasibility study is essential if the budget is over KRW 50 billion over five years and the national budget is over KRW 30 billion.
