While China has climbed to the top of the G2 with the United States, it is growing cyber security, on the other hand, there is growing concern that South Korea has no investment roadmap at the national level and that its competitiveness is declining due to political issues such as "suspicion of comment."

President Xi Jingping stressed the importance of cyber security along with the gap between rich and poor, terrorism, epidemics and climate change at the 19th National Conference of the Communist Party of China held at the People`s Congress in Beijing, China. It refers to cyber security as a basic requirement for reviving the Chinese people by 2050 and making China the world`s most powerful nation. The National Conference of the Communist Party of China is the largest political event in China, which is held every five years. Each year, about 90 million representatives of local communities representing the Communist Party of China participate.

The United Nations (UN), which announces its own cyber security policy, has recently urged all nations to adopt a cyber threat response system, saying, "If the Third World War happens, it will become a transitional version." Therefore, the Chinese government is making investment with the policy based on the same standard as the national security.

In 2014, Mr. Xi will take over the role of the head of the intelligence chief who is responsible for the cyber security in China.

If the outbreak of war in the future, the advantage of cyber battlefield will win or lose.

Especially, China is the world`s top cyber attack for industrial espionage, and US Joint Chief Joseph Dunford said at a US Congressional hearing last month, "The greatest threat to US national security is the dramatic improvement in China`s interim version capability."

In fact, the recent US Internet media boom diagnosed China as the world`s best at the inter-version level with the US and Russia. According to Tencent`s "2017 Internet Security Report for the first half of the year," the number of students who majored in cyber security in China is about 30,000, and the current demand is expected to reach 700,000 by 1.420 by 2020. The Chinese Ministry of Education has decided to establish a cyber security college in August with the aim of fostering four to six "first-class cyber warriors" within ten years under the direction of the city`s president.

Meanwhile, after completing the three-year curriculum, the program will run a `3 + 1 Plan` program for one year, and the graduates will eventually be deployed in the Strategic Support Group, which is responsible for cyber and space missions in the People`s Liberation Army. "China has been recognized as a country that is better at cyber attacking and hacking, stealing the F35 scheme of American stealth fighter than industrial side," he said. "In June of this year, we implemented the cyber security law, The industry and the market are expected to grow significantly." According to US market researcher TechNavio, the Chinese cyber security market is expected to grow by more than double digits every year, reaching USD 3.620 billion in 2019 from 2011, from 2.11 billion in 2014.

According to KISA, the number of information security professionals in Korea is about 10,000 as of last year.

KISA`s analysis is that a supply-demand car of 9854 people will be generated by 2020. The government aims to train 7,000 cyber security professionals by 2020.

Since 2015, the Ministry of Science, Technology and Communication has selected Korea University, Ajou University, Seoul Women`s College and Chungbuk National University as the "Information Protection Specialization University", and this year it is fostering more than 140 beneficiaries.

Besides, it is pointed out that the budget and support system are insufficient compared with the importance of `cyber security` although various programs such as nurturing cyber security experts and nurturing experts in convergence security are operated. In particular, the security industry is concerned that the president and the current government are not interested in cybersecurity.

Cyber Security, in July last year, remained a technological and formal slogan in the government`s 100th national government task force, and its own "cyber security control tower", a former pledge of the presidential election, was laid. In recent years, allied cyber defense department graduates from Korea University have been involved in political issues in connection with the alleged operation of a "commentary unit" of the Korean Cyber Command in conjunction with the National Security Inspection season.

It is pointed out that the cyber security competitiveness of Korea may be retreated a few steps because of the political problems and the students` An official from the security industry said, "We should thoroughly investigate the allegations of the Pentagon`s comments, but we should look at the problem areas, and if the witch-hunting strikes against unrelated people, the morale of both industry and experts will be lowered, Expressed concern.
