Domestic mobile carriers have installed `cache server` in Internet service with high traffic capacity like Facebook, and they are saving contents in advance and sending traffic according to user`s request.

The problem is that there is no charge for installing and running this cache server. Korean domestic portals such as Naver, Kakao (Daum), and afreeca TV are paying a fee to use a carrier`s cache server, and are trying to prevent the quality of their videos and contents from falling through dedicated lines. It is reported that it will pay about KRW 20 billion annually to three mobile carriers in the case of Naver.

Facebook, which has five times more traffic than Naver, costs significantly less than KT only, uses cache servers, and does not pay for network services at SK Broadband or LG U Plus. For SK Broadband and LG Uplus, if companies do not use a cache server, your broadband internet or mobile Internet speed will be greatly slowed, so you have to connect your router to KT Cache Server by eating a mustard and resolve your Facebook traffic as a relay connection . The two companies, rather than paying for the price on Facebook, are in a situation where they are exchanging `interconnection fees` with KT.

SK Broadband stated, "Even if we have a cache server, you need to connect to the cache server in KT, saying that Facebook is the principle of `1 country 1 cache server.` So far, Facebook has provided services to domestic users in the form that Facebook wants. "As the negotiations for the network use did not go smoothly, Facebook`s users unilaterally changed their routers and caused a huge damage to their subscribers."

Meanwhile SK Telecom said, "The change in the routing of Facebook has caused a lot of damage to its subscribers. Facebook Korea has announced its intention to significantly strengthen its video business in Korea. The three mobile carriers are also discussing joint countermeasures against the Facebook situation, but it is difficult for them to cooperate with each other in terms of competitors.
