Presidential candidates Moon and Ahn are different from each other regarding the solution of the fourth industrial revolution and the road map as the coming of the early presidential election two weeks ahead.

According to the results of a written inquiry by Digital Times about the policies related to the fourth industrial revolution to five presidential candidates such as Candidate Mun Jae-in of the Democratic Party, Candidate Hong Joon-Pyo of Liberty Korean Party, Candidate Ahn Chul-soo, candidate Yoon Seung-min of Bareun Party and Candidate Shim Sang-jeong of Justice Party, candidates have shown different views on the role of government and job creation.

In relation to the role of government, Moon and Ahn, who form fierce competition, showed difference in their methodology. Asked about the role of government in the era of the Fourth Industrial Revolution, candidate Moon said, "If the government responds swiftly to the Fourth Industrial Revolution, it will become a revolution in which jobs will disappear. Professional specialists should be supported and infrastructure should be built to create jobs and lead the fourth industrial revolution." He insisted, "We will focus on securing the software competitiveness, which is the core technology of the fourth industrial revolution, such as Big Data, Artificial Intelligence, and Cloud, which are the most vulnerable areas¡±. Companies that are driving the fourth industrial revolution, such as the cloud, big data, and artificial intelligence, on the job roadmap, have said they are increasing their jobs while creating new markets.

On the other hand, candidate Ahn showed different opinion from Moon, stating that the role of the government in the era of the Fourth Industrial Revolution is not a drag on the front, but a way to push it from behind. "The Fourth Industrial Revolution is not a technology, but a number of advanced technologies are developed at once, and they are merged together in a format that we can not anticipate." He said, "The essence of this is the convergence revolution. It is not predictable what kind of talent it will raise in the future and it is hard for government to lead the fourth industrial revolution. I think that what we have done so far is a way to go ahead," he said. "But now I firmly believe that making decisions on the ground and changing the way the government supports it is the way to go through this era." He emphasized.


Candidate Hong suggested the introduction of regulated free zone as a solution. "The fourth industrial revolution era is finally a job competition in the global market. The government needs to create a legal and institutional basis for the introduction of regulated free zone for the upbringing of new industries. We need to focus on creating an ecosystem supporting entrepreneurship so that new ideas can be commercialized." Candidate Hong explained.

The method of coping with the digital revolution in the financial sector in the era of the Fourth Industrial Revolution has also shown accurate differences. There is a growing interest in how the next government will solve this problem in relation to the difficulty in expanding capital due to the regulation of the Internet banking industry.

"It is not desirable to revise the law for a specific company," candidate Moon said. "We have clarified the position that the bank cannot undermine the principle of segregation of silver." However, he added, "Whether the law will be revised will be judged carefully under consideration of the methods to reduce the side effects." Candidate Shim said, ¡°The segregation of silver should be careful and the principle should not be damaged¡±. Unlike candidate Moon and Shim, Candidate Hong and Candidate Yoo said that they are in favor of conditional segregation.

Hong said, "Segregation of silver is a global trend, and even China, a financial backward country, is pushing for bold deregulation. However, the government should strengthen its financial supervision function to prevent the bankruptcy of the conglomerates¡±. Candidate Yoo said, "Although the market intervention is a consensus, it is necessary to relax the separation of the financial industry to expand the capital of Internet banking and activate Fin Tech."

Candidate Ahn said, "The principle of segregation of silver for the purpose of preventing the bankruptcy of large conglomerates is still valid, however, we are expecting the development of an Internet bank in preparation for Fin Tech. However, we are considering how to make a special law on banks¡±. In response, the private business community criticized, "Some presidential candidates who are promising the fourth industrial revolution are stalling or obscuring the easing of restrictions on segregation of silver, which is a precondition for the activation of the internet bank."

Mr. Moon said, "The Four Labor Law of the Park Geun-hye government is not a labor reform, and the next government will really do the necessary labor reform." He added. "It is necessary to reform the labor force, where growth error is appropriately distributed and co-existence is achieved." Mr. Ahn, on the other hand, said, "We should create a regular full-time job duties in order to curb abuse of non-regular workers from the public sector and solve low wages." He also emphasized, "We will set up a social welfare employment corporation and manage them."
